Added save support for load balancer.

Added optional load balancer feature.

This will allow several thrusters on rotors to be balanced.

Set velocity limiter to work in all directions.
Fix orbitalbuild to remove gravity generators not in range of virtual mass, will leave a ghost axis.

turn off ship dampener when in use, turns on dampener when turned off.
set default flight mode to dampener mode
