Reworked Israel to fix some issues as well as to address balance
· The Qalla now has a bonus against Barbarians to increase its early game usefulness as well as to give a nod to David vs Goliath.
· The Beth Din no longer grants faith. It was decided that the main source of Faith for the civ will be the Great Works (since it is a really strong one)
· The Sanhedrin bonus is now only 3 times that of a Beth Din instead of 4
· The food from Great Works has been lowered to 1 (from 2)

· The UA now grants two Inspirations from building the First Temple.

Introducing Herod:

Herod has been added as an alternate leader for Israel.
- A Leu_Settings.sql file has been added to the mod's folder so users can disable leaders they do not wish to have ingame.

- Minor cleanup from previous test versions

- Fixed an issue that was causing a crash after turn 1

Various balance fixes:
· Solomon's Temple: GPP all set to +3 instead of +2. The Temple also increases Religious Pressure by 50%
· UA: Now grants bonus production towards Holy Site Buildings
· Qalla: Now only grants Great Prophet points on kills (still purchaseable with Faith), but costs cheaper when purchasing.
Art Fixes
· Also fixed an issue that prevented the custom palace to be shown in the Ancient Era
