UA: The New Deal
- Reworked: Now gains 20% towards the next Great Merchant, Great Scientist, and Great Scientist in the capital on policy unlock (no more random chance, no more instant yields, only in capital).
- Reworked: For every Academy, Manufactory, and Town you built, +1 Culture and the appropriate yield in all cities. Effect not lost if the improvement is removed / conquered.

UB: Assembly Plant
- Removed Coal requirement.
- Promotion renamed to Lend-Lease from American Made.

UU: Mustang
- Removed bonus to Bomber units (required database table is removed).
- Added Dogfighting I promotion.
- Fixed text for Long Range Fighter promotion so that it correctly states that it grants +2 range and interception range.

UU: Sherman (replaces Tank with 4UC)
- Starts with March and Sentry.

UW: Smithsonian (replaces Hermitage with 4UC)
- Same as Washington's America.
- Known as Museum of Modern Art with Enlightenment Era.

Event: Concerned Citizen
- Adapted from original mod (uses CPDLL tables rather than lua).
- Now can occur whenever you are in the Atomic Era or later, have at least 1 city, and have met at least 1 major civilization.
- Can only occur if you have 500 Gold.
- Disable by unchecking the civ specific events box at game setup.

Event: Army Compensation
- Adapted from original mod (uses CPDLL tables rather than lua).
- Now can only occur once per game.
- Now can occur whenever you are in the Modern Era or later, have at least 1 city, and have an ideology.
- Choice 1 is now a loss of 500 Golden Age points, and all military units get the Disgruntled Veterans promotion for 10 turns, decreasing its combat strength by -10%.
- Choice 2 is now an instant WLTKD for 10 turns in all cities, and costs 500 Gold.
- Can only occur if you have 500 Gold and 500 Golden Age points.
- Disable by unchecking the civ specific events box at game setup.

Decision: Arsenal of Democracy
- Text now correctly states that Manufactories get +3 Production.
- Fixed requirement for city state ally or declaration of friendship not working properly sometimes.

Decision: Create the Emergency Relief Administration
- Text now correctly states that Towns get +2 Food and Gold.

UA: The New Deal
- Now randomly selects Great Scientist, Great Merchant, or Great Engineer points per policy unlock, along with the corresponding yields, instead of being a choice by the player. Granted to each city under your control. This makes it more AI friendly.
- Great person points granted is equal to 15% of progress towards the next great person at the start of the turn.
- Yields are 15 Science, 60 gold, or 30 Production in each city, scaling with era and game speed. Equivalent to 1x, 4x, 2x of the great person points.
- Backend: UA now works via database tables and dll instead of lua. Ratio between each yield, as well as between yields and great person points, are fixed in dll.
- GPTI culture increased to +5 from +2.

UB: Assembly Plant
- No longer unlocks ideology. Ideology mechanics in VP are different from vanilla.
- +25% Production when building all units, instead of +10% on mechanized units only.
- +50% defence when embarked now applies to all ground units built. In addition, ground units also gain +3 embarked movement.
- Gain 100% of production cost as gold when a unit is built in the city.
- The idea here is to mimic the effect of WWII ending the Great Depression in the US, as well as the US's massive industrial capacity during war.

UU: Mustang (replaces the Fighter) (B17 removed)
- +3 Range and Intercept Range compared to the Fighter. Retained on upgrade.
- Quick Leaner promotion (+50% experience gain)
- +10 Ranged combat compared to the Fighter.

Decisions
- Arsenal of Democracy can be enacted if you have at least one city-state ally, in addition to a declaration of friendship. This is to prevent the Roosevelt player from getting locked out of this decision from uncooperative AIs.
- Arsenal of Democracy now grants 50 Production in each city, scaling with era and game speed, rather than rushing the current production.
- Arsenal of Democracy bonus to Manufactory increased to +5 from +1.
- Create the Emergency Relief Administration now grants a constant 100 Gold for every city with a Stock Exchange, rather than a custom amount set by the player. This is primarily to help the AI.
- Create the Emergency Relief Administration bonus to Town now +3 Food and +3 Gold.
- Create the Emergency Relief Administration now requires Electricity, rather than Economics.
- Corrected description of Create the Emergency Relief Administration which did not mention +10% Gold in every city.

Misc
- If JFD's Cultural Diversity is enabled, and you have dialogues on, Roosevelt's units will use the American audio lines.
- If the Community Events mod is activated, Roosevelt will use America's Unique Events, with slight differences.
- New icon for Slater Mill.

- Bonus to Merchant specialists now +1 Gold instead of +4 Production.
- Bonus to Engineer specialists now +1 Production instead of +4 Gold.
- Added bonus +1 Science to Scientist specialists.
- Above changes are in accordance to changes in the 1/8 version of VP, where specialist yields are reduced, and the base Factory no longer has bonuses to specialists.
- Removed bonus to Towns, and bonus to Manufactories now the same as Factories.
- Now that Towns and Manufactories are boosted by buildings by default, this part of the UB does not feel special anymore.

UU: Mustang
- Added 25% Combat Bonus to Bomber Units stationed within 1 tile of the Mustang. Thanks pineappledan for the idea.
- Reduced range bonus from +3 to +2. It was higher than Jet Fighters and B17s, and that felt wrong. Not sure why I did not catch this before...
