Technology changes - tech cost reduction per idea reduced and neighbour bonus capped at 30%. Hopefully now Europeans will have to spend more points of technology and less on development while ROW will fall behind.

Plus changes to the Prussia formation decision!

Also gave Ifriqiya (Tunis) the decline modifier, currently they're waay too strong and bully the tribes around (read: annexation within 100 years tops). It's historical, too.

-Generalized some of the convoluted logic for whether Manchu or Jianzhou should be lucky
-Taungu now gets an event giving them claims on all of Southeast Asia. I'm planning to do something similar for Aq Qoyunlu

-The "Warring State" modifier is now more focused on expansion than military quality, to encourage a fast Chinese unification

-Lucky bonus for tax income slashed in half (48 -> 24)

Buffed theocracies and monastic orders to make them more competitive with monarchies.

Theocracies: now give +1 missionary and lowered stability cost
Monastic order: now have buffs to morale and army maintenance costs
