Added civic "Weapon Masters".

Changed the balancing of several civics.

Added and fixed a new demand for the Pacifist faction which is happy when there is only Defensive Wars allowed.

Minor tweak to give Parliamentary Monarchy civic a +0.25 influence bonus since it seemed a bit weak.

Changed 00_imperialist.txt under pop faction types to reflect 2.1.1's changes to make the militarist faction ok with setting the war philosophy to liberation wars.

Changed ethic_rebuild_opinion_modifiers.txt under opinion_modifiers folder to have Federalist civic give +40 opinion modifier for subjects, and added Feudal Realm civic give +20 opinion modifier for subjects.

Changed some Ethics Rebuild specific buildings such as Research Coordination center to 2 energy upkeep. Changed Military/State focus to have less energy debuff.
