Cores Overhaul Pt1 release.

Warden, Rampart, and Bastion cores are now restricted to Cruiser and above tiers. Power generation and stat bonuses scale with size.

Panopticon Sensors now go in the Sensor Slot.

Removed misleading FTL Cooldown bonuses from FTL Navigation & Shock Damper modules - they don't alter the cooldown timer on jump drives any more, apparently, and hyperlanes/etc. have no cooldown anyway.

Shock Dampers now reduce Emergency FTL Damage by 20% at Mk1 and 33% at Mk2 in exchange. No changes to the FTL nav upgrades as they're already pretty strong with the windup reduction and lanespeed bonus.

ECM units are no longer usable on stationary assets due to the way multipliers interacted. This will stop the autodesigner from wasting aux slots on your outposts/starbases/etc. on options that do not significantly improve their defenses.

Nanomech 2 now requires Nanomech 1, and Nanomech 3 now requires Nanomech 2. No more skipping techs for you!

Modified Phased Plasma to give a strong Shield Penetration buff, but at the cost of reduced Armour and Hull damage.

Fixed (maybe) AI trying to use the wrong weapon boosters depending on its preferences. Also added a multiplier to defensive modules so that nonaggressive AIs might favour them.

Also set all languages to use english localization as a placeholder.

Fixed Rampart and Warden cores increasing the wrong stats (Rampart was increasing Hull, not Armour, and vice-versa for Warden).
