Attempted implementation of Feudalism's ticking tech penalty was broken, because it turns out that it's actually impossible for the first institution to have a ticking tech penalty. The starting date is just for show. As such, countries were receiving the full 150% tech penalty from day one, which totally crippled all tribal countries. Feudalism now simply gives a flat 80% tech penalty instead of 50%.

I noticed that Korea/India/etc tend to reinvent Reinassance very early by spamming development, effectively nullifying the tech penalty. This could also happen for other institutions. To fix this issue:

  • Before 1550, only provinces on the continent of Europe, provinces belonging to a country with a European capital, or provinces in the Near East/Egypt/Persia/East Africa/Maghreb regions may gain Reinaissance, even through manually developing. The Renaissance was a uniquely European phenomenon so I feel this is justified.
  • Manual institution boosting through development is now only 40% as effective as before. It is still possible to reinvent institutions, but it will be a significant investment, and a choice rather than a no-brainer.

    Also fixed a bunch of missing tooltips.
