The settlement Oreon's Camp is actually a capital of a Wood Elf faction, but in the former version this settlement only has 18 construction slots, instead of 26. Fixed this issue.

Fix El-Kalabad in Vortex Campaign to have 18 slots.
Note that in Mortal Empire Campaign this region is not province capital, so it should has only 4 slots; but in Vortex Campaign it is capital so should has 18.
