Overhauled the mod. Sadly, I could not extensively test the mod for bugs so please report them if you find any.

-In terms of subjects, protectorates and disloyal non-protectorate AI subjects are the only ones who can become irrelevant.
-Being "irrelevant" in general or having pathetic fleet power now requires you to have 2/3 the mineral production of your superior neighbor in order to raid them.
-Localization stuff.

-Fixed negative modifier bug when getting "irrelevant" popup.
-Made sure that you don't get "irrelevance" popups if you don't have communications with the empire making you irrelevant.
-Might have fixed an unconfirmed bug on the AI not picking the sabotaging option. They will generally pick the sabotaging option now.
