Further decrease in Cache fabrication timer to 900 (15 minutes) from 1800 (30 minutes)
increased Ferro ore weight
removed "production_time_over", which might help with the inconsistancies

Renamed cache builders to cache fabricators
Reduced all cache slot count to 3 from 9
Reduced cache timers from 3600 (1 hour) to 1800 (30 minutes)
