if you run rp_downtown_em_hs_disable_protection and you are a superadmin or the listen server host, it will temporarly disable the built in prop protection

added a a link to version 16, added a console command called rp_downtown_em_hs_disable_protection, running it will temporarly disable the built in prop protection if you are the host or a superadmin
