Found a logic issue

Update rc12:
-Added a jump pad that leads directly to the coal room.
-Blocked a couple sightlines on the bridge.
-Optimization.
-Added some more detail to the coal room.
-Made the wheel of doom more frequent.
-Fixed being able to shoot through some stair props.
-Fixed a window detail in lower spawn not being visible from the inside.
-Fixed an evil shortcut.
