added a button on the Cotton Plant Control to quickly remove all excess DDT / Fertilizer / Compost within the range of the control unit+5 tiles. (You will only really need this button if you don't have enough workers to deal with all the jobs)

- Compost, DDT, Fertilizer, Seed are no longer sellable, this should make it compatible with the slow deliveries mutator.
