Shivs having proving ground projects to improve them.

Renamed light Shiv to Scout Shiv.

Can adjust Shivs costs via a config file in mod.

Adjusted Upgrade tree for Light SHIV. Old SHIVS will have Old Tree, new Tree will only appear on Newly built SHIVs.

Shivs have had base stats changed to be more like Xcom 1 SHIVs. Rank System has been reworked to an upgrade System. Shivs weapons have been reworked to improve with each upgrade. SHIVS do not gain any stats upon upgrading.
