Tournament #1 Update!

Changes:
- Arena is less circular. Turns out, ships get stuck on the edges when it's a circle and it's super awkward
- Point defenses (defense cannon, autocannon, flak cannon) and missiles (missiles, rockets, torpedoes) reworked into tiers for easy PD tweaking
- Burst laser damage 300 -> 200, charge time 4 -> 2
- Reworked terran superthruster stats. Again.
- Flak cannon adjustment
- Cleaned up cvars.txt

Buffs:
- Torpedo thrust 6000 -> 8000, lifetime 10 -> 6, damage 500 -> 600, rate of fire 0.3/sec -> 0.4/sec, health 43 -> 88
- Manipulator range 1000 -> 500, suck force 35,000 -> 100,000, power 0 -> 20, p 20 -> 25
- Missile lifetime 2.5 -> 3.5, damage 30 -> 35, rate of fire 0.3/sec -> 0.4/sec
- Hardened the mine layer, launcheroutspeed 40 -> 50
- Defense cannon buff
- Autocannon rework

Nerfs:
- Adjusted shield mass formula & shield p formula, base shield delay 5 -> 8
- Adjusted generator mass formula
- Spread on plasma cannons, defense cannons & flak 0.02, 0.1, 0 -> 0.06
- Blast pulser power consumption 6 -> 7, renamed to Flak Pulser

Bugfixes:
- Updated hardened stuff with correct growrate
- Fixed generators having the wrong mass
- Fixed a triangle with too much hp
- Added hardened proton sword
