* Fixed the loopy rulers. Again. This should be a more invasive fix, however, so it should work for the most part.

* Fixed the performance killing glitch that sometimes occured, forcing the rulers of certain empires to be continuously replaced.
* Lowered opinion penalties of spiritualists to a more manageable -20 (from -100)
