  • Added policy to determine if moving only unemployed and overcrowded or all unemployed regardless of housing state.
  • Added planet decisions to mark the focus of the planet to one of: research, minerals, food, or energy. When a planet is marked, pops that have relevant traits will be more likely to resettle there.
  • Updated logic to only resettle pops if the empire has at least 1,000 energy
  • Updated cost logic to more closely resemble pop resettlement costs - no more flat 150 energy per pop
  • Updated pop selection logic to exclude assimilating pops
  • Updated graphics

Updated pop logic to hopefully fix where wasn't working.
Added a policy to govern if using the 60% habitability minimum or allow any habitability.
Included logic for machine empires where migration is not allowed.
