Balance Update:
The Reach:
Arbor Winery of The Reach now cannot be adjacent to each other.
The Crownlands:
The Silver Prince trait now provides 2 slots of great work of writing and 2 slots of great work of music to palace. Each level of government plaza build has 1 slot of great work of writing and 1 slot of great work of music. Removed initial great musician points to avoid too early attraction of great musician that causes 6.85 times of the regular points required for the next GM to come. Instead, level 1 government plaza building provides +2 points of great writer, level 2 provides +2 points of great writer and great musician, level 3 provides +4 points of great musician. Hopefully this makes Rhaegar strong at getting GWs and GMs without causing any unexpected trouble.
Great works of writing and music yield 6 faith and 4 gold now. Makes dragon more affordable.
Dragonpit now requires hill tile to place. Great person points changed to +2 GW and +1 GM.

Localization:
In Rhaegar's CN text file there's an extra </Replace> at line 158. Removed. Rhaegar should speak proper Chinese now. (Greetings will still be Valyrian and I don't intend to translate it.)

MAJOR FIXES:
-Hoster Tully script had syntax error when I tried to get rid of the Trader Unit stuck on the route bug after annexing the city-state. Now fixed, annex button functions normally again, and removed any trader got from city-state.
-Fixed the issue when you become qualified for annexing a city-state but you didn't, upon new turn start you had a chance to annex the city-state automatically. This was meant to function only for AI, and now it does.
-Tywin and Robert finally got to talk to you properly. I swear this time it works.

BALANCE CHANGE:
Re-balanced the cost for annexing city-states again, hopefully it's not too easy but possible this time.

ASSET UPDATE:
City bases that include Captains Tavern now shows decal texture correctly.
Not sure why city blocks still generated into Captains Tavern's obstruction volume, it didn't happen the first time I made all these OBs 2 years ago. Anyway, looking at GS's coastal city bases, I feel I will have to swing back on this problem again.

Removed The North's start location preference other than tundra tiles, so that hopefully we don't see that much rainforest Stark any more.

Added back historic moment illustration to Arbor Winery and Water Garden. Forgot to put them in the xml file. How stupid I am...

2019.01.17 Bug Fixes:
The Reach and The Vale shows background image correctly in loading screen.
AI Tully has the correct price for annexing city-state.
As Tully, annexing city-state will no longer have the trader unit previously belonged to the city-state stuck on the route. Trader units won't be transferred to Tully any more.
