Added a new fix to return missing multipliers back to saved values(because of http://arkdedicated.com/dynamicconfig.ini template changes)

No more need to add ini option to multiply by your server rates.
If you want official rates, set your server rates to 1, otherwise it will multiplicate
by your saved settings.
