Fixed a missing line for hydroponic habitat specialization which was causing all terrestrial colonies to be hydroponic habitats. Oops.

Updated with the special habitat resource deposit localization I had forgotten.

Some new habitat districts have new icons rather than copying the commercial district icon. Special resource deposits have their own icons rather than the generic green field.
