Released the next version of the mod I had planned before 2.3's surprise release.

Switched many of the modifiers to deposits.
Habitat is now a rare tier 2 technology unlocked after researching starholds.
Habitats start at size 2, cost 1,000 alloys, and will be automatically colonized upon construction.
Habitats gain plus two max districts if they are built upon planets with a moon, or that are gas giants.
Trade districts are unlocked for all habitats again.
Habitats are now no longer ideal planets. Without the habitat technology they are 0% habitability. With the technology they are 60%.
Voidborn AP gives +20% habitability on habitats, and +2 to district amounts.
Master-Builders no longer gives habitat size and instead gives a 10% megastructure build cost reduction.

Tracked down the issue with energy jobs being the local robot efficiency modifier from the jobs with the Local Production compatability. Until a fix can be found, this local modifier has been disabled from ice miner, gas miner, and solar technician jobs (they still reduce building upkeep, however).

...Made certain to save the on_action file so the global flag event will actually fire at game start, before uploading to steam this time.

Changed supported patch version to 2.2.x so I don't have to edit the mod with every little patch from now that doesn't touch anything it does.

Changed depreciated habitatminers resource job category to miners and technician, so habitat jobs will scale with mining and technician technologies. This was a remnant of an old planned feature for habitat jobs to scale with space mining technology, and will be added back in for the add on mod.
