Made a few traits cheaper, changed "rain" to "snow" in some dialogue boxes if the country is cold enough

Changed "White Clouds" and "Black Clouds" to "Daylight Clouds" and "Nighttime Clouds" which is more scientifically accurate. Also made Tier 2 temperature abilities require Air 2
