Removed the custom rulesets, since they invariably broke everything, and hadn't kept up with all the new changes the game has gone through in the last few years. Instead, I recommend using leader pools when setting up your game. I might look into how to make my own leader pools for easy use in the near future, but for now the game should be playable, at least.

Plus, countless other tiny fixes, as in, I didn't count them. Some done years ago, some done in the last couple days after I got back into the game for a marathon game. Overall, things should be a bit better/more stable. Again, at least playable.

I'm uploading this before leaving for Xmas vacation, so I might come back and make more fixes in the new year. Until then, I love you, everyone! Happy Holidays! Merry Christmas!

Removed the unique governors from RF rulesets, they just aren't supported.
