Fix to UC quartermaster

Added dialogue that overrides normal shoo dialogue for quartermaster guards. Meaning they won't immediately tell you to get out if you're now allied with their relevant faction but you haven't spoken to them yet.

Created Quartermaster Factions so they can have better equipment quality

Created specific Quartermaster vendor lists

Created dialogue that requires player to be allied to relevant faction

Holy Nation Quartermasters added to armouries in:
Holy Military Base
Okran's Fist
