-Changed starbase upkeep modifier from 50% to 25% on civics. Hopefully this prevents previous issues with starbase cost. Still not sure why starbase upkeep would mess with starbase cost, but it would explain why the issue occurred.

-Added a civic and 2 traits for machine empires
-1 trait for normal machines, 1 for assimilator
-The starbases costing 3-6k seems to be a current issue with stellaris. A fair amount of modders are having this issue at the moment, I can't fix it, sadly.

-Added more trait picks/points, since the mod I used for that has been outdated for a while.
-Added more civic points, since the mod I used for that has been outdated for a while.
-Added a few traits that add points if you pick them, since the mod I used for that has been outdated for a while. (see a pattern yet?)
-Added hive-specific traits,ascension perks and civics that I have been using in my personal unpublished mod for a while.
