Special planets (Luna, Jupiter, etc.) should preserve their appearance when forming and canceling habitats.

Added a special "Exploitation Planet" designation for molten/toxic/frozen habitats that improves motes/crystals/dust production.

Basically lots of changes to make LS habitats work more like the new orbitals, and to integrate the two systems together in a way that feels good in-game.

The 10-pop requirement no longer applies to players.
Voidborne applies it's habitability bonus to all habitats.
Xenohabitation changed: grants 10% habitability to all habitats.
Habitat Technology changed: moved to 1st-tier. made a prerequisite for all habitats.
Orbital Habitats changed: They get a hydroponics district when the 4th district slot is otherwise empty. Other than this, I left them unchanged, to preserve compatibility with other mods as much as possible.
Habitat Expansion Decisions apply to orbital habitats again.
LS habitat districts changed: All production districts grant 2 housing. All housing districts grant 8 housing.
Habitat modifier doesn't change things now - maybe i'll remove it in a future patch.
LS Habitats have reduced habitability - 70% for gas giant, barren, and all asteroids; 50% for molten, toxic, frozen.


Habitat districts ai weight code updated to PDX new standards in 2.3.
