Changed the colony orbit modifier for habitats to apply on colonized planets as well, as the low weight script I was hoping to employ to do it after colonization appears to not be able to function.
Tweaking things to try and work with Paradox's new mod manager.

Changed commercial districts to provide 1 merchant and 2 clerks, rather than 5 clerks.
Habitats will now gain a bonus to trade modifier if built over a colony, and a bigger modifier with unity output if built over your capital.
Likewise, your colonies will receive a trade modifier if a habitat is built over them.
Removed the ability to build housing buildings on habitats for the sake of compatability. Instead, special new habitat housing buildings have been added that require alloys to build, use energy (and crystals for the t2 version) to maintain, and provide 6/9 housing and amenities depending on tier.
