Added Event Z for whoever owns Zelenogorsk after the civil war
Event Z is basically zombies, when they controll a state fully it will rapidly start nomming the population and structures untill verry little is left
It is triggered by being at peace and owning the zelenogorsk state, once you select the Z option the event will fire after 450 to 550 days ( it can be disabled in the decisions tab )
