Decisions:
Disable Zombies decision removes after 7 days
Added disable unit ammo ( Removes after 7 days )
Requesting equipment whe MEU now adds ammo
Radiation can be cleaned in 3 decisions for low ( - 40 ) medium ( - 120 ) and high ( - 200 ) effect also lowers global radiation slightly
Added Option for nuclear apocalypse scenario ( low Medium and apocalypse also removes after 7 days)


GUI:
Added Custom entry on state tab for radiation


Custom stuff:
Added Radiation as effect that is caused by nuclear explosions
Added global background radiation ( increases every nuke use )
Global radiation decreases really slowly
increasing amounts of background radiation will have increasingly more negative effects on every country
Dropped Nukes reduce state manpower by ~10%
Dropped Nukes cause state radiation
Radiation Starts killing population at 500 mSv
dropping nukes causes threat ( 5 )
Increasing levels of global radiation will cause increasingly intense debuffs for every state
Once chemical research has been completed commanders have the ability to use them. not entirely finished, will be next patch


Defines:
Unit upkeep set to 0.01 ( this means units always attrition by default but i need it for radiation and 0.01 is extremely minimal )
