Unit fixes:
- Some Vanguard units are no longer buildable (must be summoned)
- Vanguard unit unlock tweaks

Ability added:
- Vanguard players may deploy a unit of Orbital Shock Troopers as a Tactical Operation (unlocked when Deploy Valkyrie is researched)
