-69 charger and interceptor performance improvements

-Increased the 69 chargers wheel height, an annoying issue when driving on bigcity
-Increased the interceptor front wheel height for the same reason
-Decreased wheel radius on the 69 charger, the interceptor, the clydesdale and the pickup
-Found out you can have multiple backlight sprites
