Update and tweaked for T&T

Amber is removed from all buildings.

Beware the next update I am planing to do won't be backwards compatible. This update should be backwards compatible. Let me know if it isn't, I won't be able to tell you, but I will have an idea on what causes backwards compatibility issues.

Massif Orkal, Ubersrik and Karak Norn can now build outpost structures

Crag Hall can no longer build outpost building and Luccini and Tobaro can now build outpost buildings.
