-decreased down air startup to be closer to how it was pre-gamefeel update. it was only decreased by 1 frame this patch, nothing major. this is because the old one was just fast enough that the button buffer wouldn't clear and the game would register down air as a hitfall occasionally (when the first part hits, of course).
-funny number of change notes hehe
-done with the extremely minor patches like this for now i just also wanted to get him to v3.0 because i kept forgetting
-these aren't even real patch notes i just wanted to do the v3.0 thing because like i said i kept forgetting

-decreased the amount of time the boost window lasts for up special by two frames. this doesn't actually affect the move much aside from making it easier to fastfall if anything is above you and making the body hitbox last for a little bit less time
