Just a quick cosmetic update to fix some of the HUD icons and stuff, also an actual respawn platform

The previous patch did not impact his broken moves as much as I hoped, and I noticed he was less fun to play, so here is a new patch:

Nspecial
- decreased knockback growth (0.5 -> 0.3)
- slightly decreased knockback growth that depends on the speed of the ball
- adjusted hitbox angle (45 -> 55) to weaken it's extreme edgeguarding potential
- decreased final window duration back (18 -> 14), until I have more match data
- changed sound effect when the ball is destroyed
- added new visual FX when the ball is destroyed

Fspecial
- removed pratfall

Dspecial
- the volcano can now be destroyed by a hitbox
- added sound and visual effect to destruction

Dtilt
- made hitbox polite (opponent only gets knockback when he's already in hitstun)
- decreased damage (7 -> 6)

Ustrong
- changed wall-boosted projectile to have 12 base damage (uncharged)
- changed wall-boosted projectile to have 7 base knockback (uncharged)

Bair
- decreased landing lag (11 -> 5)
- decreased strong hit knockback growth (0.7 -> 0.6)
- decreased weak hit base knockback (7 -> 6)

Taunt
- decreased base knockback (9 -> 8)
- decreased knockback growth (0.8 -> 0.7)

I'm adjusting Targma's balance to prepare him for Genesis and future tournaments. I had to nerf and tweak a few things to make him more fair and give him less heavily exploitable strategies. Also some small quality improvements (mostly details).

Full notes:
- Added Pratfall to the weak Uspecial recovery (when you don't shoot a ball)
- Added Pratfall to Fspecial
- You can now only shoot a new ball when the previous ball is below the bottom blastzone
- Getting hit destroys the ball

- Changed Pratfall time to 20
- Increased Bair landing lag to 11
- Lowered Bair strong hitbox knockback scaling to 0.7
- Lowered Bair weak hitbox base knockback to 8
- Increased Fair landing lag to 5
- Lowered Dair damage to 12 total
- Adjusted ball knockback scaling to 0.5
- Lowered Fstrong strong hit base knockback to 9
- Adjusted Fstrong hitbox placement (bug keeps changing the placement?)
- Lowered Fstrong weak hit knockback to 8, lowered knockback scaling to 0.3
- Removed highest weak hitbox on Fstrong
- Slightly lowered rate of how much speed affects the knockback of the ball
- Increased Nspecial cooldown timer to 20
- Slightly decreased Nspecial's ground friction during the last (sliding) window
- Slightly increased Ftilt endlag

- Changed Nspecial windows to flow more naturally and show the keyframes better
- Added extra window to Uair, increased landing lag to 9, adjusted animation to hold the keypose a bit longer
- Adjusted offsets for the following animations: Dtilt, most Walking/Running animations, Roll, Land, Fair, Nspecial (ball), Ball bouncing on the ground, Taunt

- Ustrong cooldown added
- Jab on parry doesn't stun Targma anymore
- Lava boosted projectile has an actual sprite (will probably be improved later on)
- Uair is slower (but hopefully still useable)
- Fair has a sweetspot/sourspot
- Dspecial knockback nerf
- Ftilt angle is now 40 degrees (was steeper before)

Added a better visual and sound indicator of the Neutral Special pulling action (when a ball is already out) to help people find out about the mechanic more easily on their own.

(The visual and sound effects will probably be replaced later on)
