* The problem was even worse then that; if you were missing certain mods the triggers just broke (the AI thought all planets or no planets were good at a resource), thanks to a quirk with how `has_deposit` works. Anyways, this is now fixed; extra checks on mod presence are now done before testing for deposits.

* Fixed a very unfortunate copy-paste error that was resulting the the AI thinking every planet was a good candidate to have a mineral focus
