Increased recruitment cost reduction to 75%.

Even at 50% reduction the AI was still having trouble recruiting late-game units. I've done considerable testing now, and my results are as follows:

- You can expect to see a mix of low tier - mid tier units in the first 30 or so turns.

- By turn 40, AI armies should now be consisting of mainly mid-tier units (Grave Guard, Halberds, Huntsmen, Storm Vermin, etc)

- By turn 60, AI armies should start using late-game units (Big artillery, monsters, late-game cav, etc)

- By turn 80/100, AI armies should be recruiting mainly late-game units

Compatibility update, should be compatible with most SFO submods (as long as they don't touch AI recruitment cost)
