[PANEL AND LOCKDOWN] Update :

New commands :

- !glist : Opens panel and show all banned people (by Glist only)

- !g-lock: Locks the server (prevent players joining)
- !g-open: de-lock the server

Console commands (executed by players = kick ):

- endlock: Locks the server (prevent players joining)
- startlock: de-lock the server
