v2.4.2

Fixed the softlock where if you are hit out of FSPECIAL the bubble after it keeps going and hitting the blastzone would cause a softlock on rolling.

The issue was that the move would always put you in Window 9 regardless of if you were in the attack (which was intentional if you were in FSPECIAL state when the bubble is the blastzone.)

ftilt cooldown removed.
start up increased by 4f
ftilt angle is now 45 universally
has a little bit of scaling to make spobbling harder at higher % [DI hard out to be basically immune to spobbling]
ftilt hitboxes now match the animation better
endlag increased by 3 frames (6 on whiff)
utilt now has smears
