units required lvl 3 barracks, so they was unavailable at lvl 4. fixed.

since augustian eagle available as bodyguards, they making disbalance at early stage of the game. so I decided to increase their recruitment and upkeeper cost.

recruitment cost increased from 495 to 720
upkeep cost cost increased from 105 to 130
