1.2.1 Patch
This update fixes events that go on after the event is over stopping further events from happening. (Ex: Pirate event going on even if all pirate ships are gone.)
Added /clearevents command and /eventsectors commands for debugging

1.2 Event Control and Alliance Events
This update now allows for the amount of events happening in the galaxy to be controlled.
Only one playerless sector at a time can have an event going on.
Sectors with alliance owned ships will now experience events
As per Furyofthestars suggestion, a new event utility has been made for this mod to prevent possible future mod conflicts.

New Probability System Added:
- Time between intervals is now randomized
- Events have a chance of happening at every interval based on several factors
- Every ship in a sector decreases the chance of an event happening by 2.5%
- Every station in a sector decreases the chance of an event happening by 5%
- Every interval an event did not happen before the current interval, increases the chance of an event happening by 10% and resets if an event happens
- Hazard/war zones increase the chance by 30%

New Threat System Added:
- Some events will now scale up to meet the challenge of a heavily populated sector
- Every interval an event doesn't happen, increases the threat level by 1
- Pirate attacks max out at threat level 4
- Xsotan attacks max out at threat level 6

Fixes and Other Miscellanous Changes
- As per FuryoftheStars' suggestion, randomext.lua is now included in main script and its weight system is being used
- Events should no longer happen in sectors that do not have player faction ships or stations
- Energy suppressor should now stop pirate attacks
