Added optional partial compatibility with RoB.

It took me half of a year of 30 people using the mod and nobody reporting issues (!!!!!!), but I've now fixed the issue of the mod not working as a Workshop mod.

It now has a "safeguard layer" and new instructions are provided to install as either a local or "direct" mod depending on whether multiplayer compatibility is needed or not.

- Removed bundled copy of iface_resources2.tga and associated emotes; those emotes have now been moved to a new spritesheet (RoD emotes.tga) for use in this mod.
-> This allows the user to choose between classic and modern emotes by installing either the "Interface Icons Fix" mod or "Modernised Emotes" mod respectively.
-> The British Isles icon fix is still present in this mod.
- Removed placeholder icon and taunt.
- Added 53 new taunts (101-153).
-> 101-102 are new emoji (from the Twitter emoji set). 103-116 are the same emoji included in Modernised Emotes. 117-153 are game icons / art assets* that are in use on the unofficial Rise of Nations Discord server. *135 is composited with an additional OC background image to make it more suitable to use in this context.
-> 101-116 use a previously-unused sound effect already included in the game's files.
-> 117-153 use either previously-unused, or uncommonly heard sound effects already included in the games files.
-> All sounds were carefully chosen to minimise interference with actual gameplay audio - please provide feedback if you feel any of the sounds are too confusing to hear while playing.
- Interface.xml has been made a MANDATORY file for this mod to function; other mods using the same file will now cause conflicts.

Switched from classic emotes to modern emotes (see Modernised Emotes mod).
