Changed Vanguard Culler from Medium T2 Cost to Low T2 Cost.
Vanguard Culler got an air only attack,

Vanguard Hazmat Trooper attacks changed to a Repeating Attack and a Single Action AOE attack that inflict irradiated.

Vanguard Hellfire Tank Tank Shot went for Damage 14 to 15
Hellfire Rockets went from damage 8 to 9
Hellfire Missles now consider Plasma and Explosive weapons, which can take explosive upgrades and benefit from Shock and Awe Doctrine.

Dvar Irraiator got some extra damage.

Syndicate Vanquisher Field changed from -2 to 3 to all resistances
Syndicate Vanquisher Field changed to reduce damage from 25% to 30%
Syndicate Vanquisher Repeating psi plasma attack changed from 11 thermal repeating to 7 thermal and 7 psionic repeating.
Syndicate Vanquisher gained impose discipline property
Syndicate Vanquisher blistering ambition buff raised from 25% to 40% bonus damage and became a psinoic buff.

Kirko Purger attack changed from 9 repeating thermal to 5 thermal and 5 psionic repeating.

Kiriko Spitfire melee attack didn't have claw tag, it now has it.

Changed The Dvar and Vanguard Radiation weapons from Kinetic/Bio to Bio/Thermal

Fixed an issue with Dvar Stalwart being able to target air with their hammer

Increased the range of the Dvar Salamander and Shakarn Infernal Flame throwers from 1 to 3. Max Accuracy is 85 and falloff is 15 per hex.
Added 1 level of stagger impact to the Shakarn Inferal's Plasma attack.
