mainly polish stuff

- other players slide parrying the boot *should* no longer cause a desync online
- bug where boot doesn't display the arrow when hit by 5 bkb move should happen less often now
- utilt and ustrong smears tweaked to be more descriptive of the actual hitbox
- adjusted cpu ai (only fires nspec for 20 frames instead of 60)
- abyss rune M (meter) rune now builds up according to actual damage
- abyss rune G (big nair) no longer has angle flipper 9
- misc instances of cleaned up code (should load faster)

- dstrong: new anim, doesn't change boot properties, has 3 different boot launch speeds
- utilt, ftilt, dtilt, ustrong, fstrong, dstrong are now active for only 3 frames
- dair lingering hitbox has a visual indicator
- taunt invincibility removed
- you can hold taunt now
- boot ground friction increased
- fspec pushes the boot further
- reintroduced boot getting deleted when it goes far enough in the x axis
- all strongs become active 3 frames after charging
- airdodge now looks like a teleport. because you can do that in gmod. teleport. i swear it makes sense.
- wavedash adjust decreased (1.35 > 1.05)
- framedata was unintentionally changed, let me know if a move feels too fast/slow
