boot mini rework
(aka the "Hello @Danielone, today I have found a bug with your character Owen. When they walked into the boot I placed, they didn't get hit by it. I know what you may be thinking, that they owned the boot, but this is simply not true because the original player owns the boot when they spawn it, and they did not hit it. This is very confusing for me and I am not sure why this is happening. I hope you can look into the issue as soon as possible" update)

- boot doesn't hit players if it's not moving
- boot visibly spins when it's moving (active)

- changed default boot hit sound
- no longer copies hit priority
- no longer attempts to self-destruct when hit by reflectors
- no longer hovers 2 pixels above the floor

reverted two changes because they were desync fix attempts that didn't even work!!!!!

- dspecial hit lockout removed (1 > 0)
- boot once again no longer teleports when swapping direction
- now checks if floor tech has lasted too long

less landing lag (8 > 6 on hit)
bkb of multihit lowered (5 > 4)
knockback scaling of launcher increased (.2 > .3)

(it doesn't randomly kill people now woo)

- uspecial has a different hit sfx

running out of ideas on how to fix this dum desync stuff

- dspecial added 1 frame of hit lockout in an attempt to stop desyncs
- rune o (super armor aerials) have been changed to soft armor, same amount as etalus fair
- there's a hud indicator for this rune since soft armor has no outline on its own

abyss runes
- rune A (drive boot) removed hitboxes
- rune E (fair change) now uses old animation, hitpause, and hitpause scaling
- rune K (x1.25 damage boot) is now the same size as the normal boot, but with a slight visual difference
- rune N (smg bomb) changes:
has a slightly different animation
can now happen 6 frames earlier
only 3 shots per stock unless paired with unlimited clip rune (rune D)

misc
- attempted a fix for a certain desync issue by removing code that adjusts the boot's position when turned around
- changed ftilt smear
- tweaked ustrong anim
- changed ground hurt sprite

- changed dair base hitpause and scaling (12+1.0 > 7+1.0)
- decreased fair knockback scaling (0.8 > 0.6)
- buffed bkb of all strongs (7 > 8)
new stats:
fstrong: (8 bkb + 1.0 scaling)
ustrong: (8 bkb + 0.9 scaling)
dstrong: (8 bkb + 0.8 scaling)

misc
- added a missing techroll frame
- changed css appearance (you can still see supports by holding 0)
- adjusted dtilt anim (head no longer changes height)
- the rune that makes owen fair angle 30 also brings back the .8 kb scaling
