Updated for SFO Kings & Raiders. Mirrored all changes from GOTE vanilla from 12/22/2020, plus new rebalancing. Incorporated SFO's banner officers.

Fixed a unit scaling issue breaking the Munitions Wagon on lower unit scal settings in campaign. Removed garrisons from higher level forts to stop unit overflow.
