Minor fixes:
- made outside lights draw behind subs (should significantly improve performance when looking at wrecks/outposts)
- made decorative items non-interactable (bots could have gotten stuck trying to retrieve them)
- fixed reactor controller status light being too bright

- disabled "display side by side" on cabinets - it breaks ui in current version
- added more precise item tags on containers - makes bots work much better with the new "cleanup" order
- fixed broken message on reactor controller terminal

- added extra depth charge holder
- removed access restrictions and ID's in captains safe
- removed medical supplies cabinet above fabricator (because medbay is accessible for all)
