-Fixed airtightness on Window Button Panel

Window Elevators gettin' some lovin' too~

- Added a Window Button Panel

This is one block, no funny business with this one (the trick I used for the other one just does not work for this application). It's a 1x1 window with a button panel attached to it. The collision mesh is just the window, and it's even about 0.05m trimmed inwards to hopefully make your elevator glide as smoothly as possible.

- Fixed the texture scaling on the Railing Button Panel

Skin textures were a bit small, scaled it up to fit with other LG blocks
