Added event to move Western countries that kept getting put in the wrong part of the world to the right part of the world. Also slowed down colonization a bit.

Now works in 1.9. It still needs some tweaks and I haven't cleaned up all the new decsicions and missions for the random map but it's playable. For some reason it's now placing some countries in completely random places (like France in the middle of a bunch of North American tribes). I had to disable the nation scrambler event because it doesn't work anymore.

Added a decision to scramble all country locations. This makes the game a bit unstable so use it with caution.

Change Log:
*Updated for 1.6 and Wealth of Nations
**Adjusted the amount of settler growth you get in the early game since everyone can colonize right away.
**Updated copied event, decision and mission files to their latest versions
**Removed canals because they make no sense on a random world
**Copied over the vanilla colonial regions file because I didn't like the way it was distributing trade goods. The events work better.
**Added the missing localizations
*Added some more trade routes where geography no longer prevents travel.
*Tweaked the events that give out free cities to small countries so that they fire for certain non-Christians and are a bit more balanced.

Bug fixes:
The "wooden" frame no longer covers up part of the map.
Moved some trade nodes so you won't be as far away from your starting node anymore and will often be able to send a merchant right away.
Tweaked the event that relocates wastelandlocked countries to be a bit more stable
Added some different possibilities for nearby relocations in case no tech group adjacent provinces are available.
Changed the localizations of the set-up screen to better fit the mod (no more "Random New World" box now it is "Randomize World")

Figured out how to test in multiplayer and fixed an issue with the relocation disabling code.
