MACHINE EMPIRES
Changed replicator-per-pop modifier to one every 25 pops, as opposed to 1 every 20.
Adjusted multiplicative modifier value. As opposed to +15% flat, it is now +10% every 25 pops, up to 50% maximum.

Based on the mathematics used to look at how the numbers come out, this keeps the numbers between biological, machine, and robotic empires somewhat closely balanced.

Like the last update, values may continue to be changed in the interests of balance.

Update: 23 Apr, 2021 @ 10:55pm

Reduced Machine Empire multiplicative growth modifier to 15% from 50%. This is due to the struggle to balance multiplicative multipliers creating potentially ridiculously high numbers at early games for machine empires that optimize for speed.

This value may be subject to change again in the future depending on further balance testing.

Updated for game version 3.0.2... not sure if that was necessary, but it was allegedly "out of date."
Hopefully set it so that it won't give dumb errors.
