The following is a complete list of the changes from GTA V: Ultimate Weapons Pack Part 1/2/Luxury Materials to Grand Theft Auto 5: The Complete Weapons Pack:

Models that previously looked polygonal (Low Detail) are now smoothened out and overall look much more pleasing.
Pistol Mk2 animations redone.
Black tints in several weapons changed.
Added 7 additional tints to applicable weapons.
Functioning tritium sights on applicable weapons.
Flare gun flares are more visible. Flares match flare gun tint.
Adjusted melee weapons damage values.
Added flashlight attachments to applicable weapons (Creates a flashlight much brighter than the default flashlight!).
Mk2 weapon camos models have been readjusted to fit mk2 weapons the best way possible.
Rocket speeds slowed down (Again).
Iron In, Iron Out, Draw, and Holster sounds are now randomized (These sounds are also different depending on the type of weapon being used).
Replace sounds with louder sounds.
Magazines/bullets drop on reload (Corresponds to whatever type of ammo or magazine size you're using).
Added tracer rounds to mark 2 weapons (Matches your TFA reticule color allowing full customization!).
Mk2 weapons use their own firing sounds.
Pump Shotgun and Pump Shotgun Mk2 have slightly faster firing animations.
Firing sounds are louder and bassier on most weapons.
Changed entity/HUD textures for some weapons.
Tracers now appear for every shot instead of every three shots.
RPG rockets, Homing Launcher missiles, and fireworks no longer phase through walls or any close proximity barriers.
Fixed missing red square from homing launcher when in multiplayer.
Homing Launcher tracking behavior changed.
Grenades, Proximity Mines, Grenade Launcher grenades, and Sticky Bombs now have their own custom sounds.
Grenade Launcher and Compact Grenade Launcher kill icon fixed.
Fixed Grenade Launcher and Compact Grenade Launcher firing bug in multiplayer.
Homing Launcher tracking fixed when used in multiplayer.
Grenade sounds and explosion behaviors fixed in multiplayer.
Fixed bug that caused an error when locked onto an entity followed by the entity being deleted.
Removed a majority of custom ammo types to avoid reaching the custom ammo limit (Keeping other addons people may have installed in mind).
Weapons that used custom ammo, but was removed still use their own separate ammo types.
Holographic Sight is much more visible.
Replaced Extended Magazine variants and Drum/Box Magazine variants with an actual attachment.
All sniper scopes now use a simple overlay rather than a 3D scope.
Default Sniper Scope texture completely redone.
All sniper scopes' zoom values has been adjusted.
Mobility on all weapons have been readjusted.
Mobility depends on weapon type, and what attachments are equipped.
Several weapon's spawn and HUD icons have been redone.
Completed all weapons.
